A routine inspection from the gas meter reader becomes extremely embarrassing for the two tenants of a council house who have tampered with their meter. The gas lady is not very caring and not in the mood to listen to the girls pathetic excuses. Their is only one course of action to be taken except from reporting them to the police, and that is corporal punishment using a special issue whipping horse to bend the young women over.
